• What Is Title I?

"Title I" is the federal program that provides funding to local school districts to improve the academic achievement of disadvantaged students. It is part of the Elementary and Secondary Education Act first passed in 1965. That Act is reauthorized by Congress from time to time, and often given a new name. It is currently known as the Every Student Succeeds Act (ESSA).

District 318 is committed to the goal of providing quality education for every child in this district. To this end, we want to establish partnerships with parents and with the community. Everyone gains if school and home work together to promote high achievement by our children. Neither home nor school can do the job alone. Parents play an extremely important role as children's first teachers. Their support for their children and for the school is critical to their children's success at every step along the way.

The purpose of the legislation is to provide additional opportunities for students to meet grade-level expectations outlined in the Minnesota Academic Standards.

  • Families are invited to be part of the Title I Parent Advisory Committee.  There will be an opportunity to join this committee at the Annual Title I meeting.  This group meets to provide input and feedback and contributes to strengthening our Title I programming district-wide.  If you are interested, please contact Jennifer Sjodin jsjodin@isd318.org.  Each elementary school hosts its own Title I parent involvement committee. Please reach out to your building secretary for more information regarding parent involvement activities.

  • How does a student qualify for Title I/Tier II services?

Although funding for Title I is related to the number of students who receive free or reduced price meals, participation has nothing to do with economic status.  Students are selected to receive Title I services based on a number of factors, including performance on standardized tests, classroom assessments, and teacher recommendation.  Title I is not the same as Special Education.
